Improve model card: Correct pipeline tag and add library name

This PR improves the model card by:
- Correcting the
pipeline_tagtotext-generation, as the model's primary function is text generation, even within a reinforcement learning context. - Adding the
library_nameastransformers, assuming the model uses the Hugging Face Transformers library.
The paper link was already present.
